A Surety Contracting, LLC is a firm that was re-established in 2008 as a general contracting firm. Prior to that Surety Management Inc. worked to provide professional real estate management and contracting services since 1989.
In 2004 the owner of this company, Kathy Milliken, ventured out to advance her exposure and expertise in the affordable housing industry, for the Portland Development Commission which later merged with and into the Portland Housing Bureau.
After engaging in 13 years of construction coordination and lead based paint risk assessment work for Portland, this company now seeks to continue that work in the private sector, affording a broader audience a full range of services to better assist clients in the protections of their investments, families and projects.
Prompt, professional, thorough, expert services aimed at meeting needs, only where needs exist, while striving to find the most affordable options by which to do that, is the ongoing goal of this company.


Currently Lead Based Paint Evaluation, testing, reporting and clearance are the primary focus as we begin this shift into private sector work.
The type of testing needed to identify the presence, condition, severity and remediation of lead can vary based on the structure, funding sources, project plans, use, etc ... as well as the federal regulations that surround all projects in regards to lead.
Our company is working to provide a range of testing options to keep it as affordable as possible, in order to encourage a greater level of participation and compliance with those regulations.
Programs will be designed to provide the following options:
* Limited testing for buyers/sellers/inspectors of some deteriorated paint and friction/impact areas to provide them with information concerning the potential need for further testing and remediation of lead hazards at a subject property of interest.
* Worksite testing for owners and contractors, of areas that will be impacted by upcoming renovation plans
* Worksite clearance of those areas identified (above) upon project completion
* Stand alone risk assessment of full project (required on federally funded projects with rehab over $5k)
* Full clearance at completion of lead remediation
* Lead inspection risk assessment, full surface by surface investigation for the presence of lead based paint, in addition to identifying risks and remediation options (full LIRA may be required under some federally funded projects)
* Sub-contract work with other certified firms on larger projects and to help during work overload periods
* Workshops/professional presentations will be made available for (realtor, property management, maintenance, school, government, church and civic, developer and contractor) groups of 6 or more individuals.
